have had many requests from organisations and individuals representing
people with sensory impairments. Watch the website for news...
The latest:
Cinema exhibition is over one hundred years old but to many it has not
advanced much since then. In fact in some cases it has actually gone
backwards.
For those that cannot hear very well, silent movies are still the norm, but
are now screened without the captions that once enabled audiences to follow
the plot. And for those with poor vision, the introduction of colour was
nothing to get excited about.
Let's face it - cinema is just NOT an enjoyable social night out for these
people!
But a new 'access' system could change all that. Digital subtitle and audio
description equipment is now on trial in a handful of UK cinemas.
It is hoped that a digital system will one day replace the current,
expensive and problematic process of producing a subtitled cinema film -
'open' captioning.
Last year's very popular Harry Potter movie was also screened in an 'open'
captioned form. Out of over one thousand 'normal' Harry Potter prints
produced, ten were subtitled. The subtitles, or captions, were etched onto
the actual film, and these ten prints were shared amongst hundreds of
cinemas nationwide, each print showing once, for one day, before moving on
to the next cinema.
Thousands of deaf children, their families and friends experienced the film
in the cinema, many in their local cinemas. Over 500 subtitled shows. It
truly was 'subtitles at your local cinema'.
This years Harry Potter film - The Chamber of Secrets - is also available in
an 'open captioned' form and hundreds of shows have been scheduled by
cinemas nationwide.
But sharing a small number of prints results in some cinemas screening the
film months later than others. For many children, last year's big
'Christmas' movie was this year's 'Spring' movie - it arrived in March. Some
children who had waited for their one and only chance to catch the film in a
town near them, missed it altogether, as some copies of the film either
turned up at cinemas too late for their allocated time, or didn't turn up at
all.
The new system, currently on trial in a handful of UK cinemas, can screen a
film many times a day, over many days, in many locations simultaneously. It
does NOT interfere with 'normal' shows, of which there will always be
plenty. It uses 'ordinary' film prints, produced in vast numbers. There's no
need for cinemas to share a handful of prints.
Called the 'DTS Cinema Subtitling Solution', or CSS, it's basically an
add-on processor to the popular DTS cinema sound system currently installed
in every multiplex cinema.
It consists of a special CD Rom player and a small projector. The subtitle
and description 'data' is supplied on an inexpensive CD Rom disc. When the
film is played, a timecode on the print triggers the CD Rom player into
action.
Subtitles appear on the screen, to enable people with less than perfect
hearing to follow the plot. For people with poor vision, an extra, voiceover
soundtrack is broadcast - between gaps in the films dialogue - through
personal, infra red headphones, describing the on-screen action.
Subtitles are, of course, a common option on TV, DVD and video movies, and
are regularly accessed by millions. Cinema has always been the missing link
here, yet it's at the start of the movie chain.
But not any more.
Many recent films have already been released in this new, digital format and
a handful of UK cinemas have installed the facilities to screen them
(locations on the website). Some of these cinemas are not yet utilising
their new access features as well as they could - some have yet to screen
some of the available accessible films (full list on the website). But it's
a start. And it's getting better.
But although cinema IS, overall, becoming more accessible to disabled
people, the introduction of new technology has also caused problems.
Many film studios and distributors have ceased production of the old 'open'
captioned prints, as they are more expensive to produce and tour than
'digital' subtitled films. Triple X, Lilo & Stitch, Red Dragon, Spiderman,
Lord of the Rings I and more have only been released in the new, digital
format.
The problem lies in the fact that there are not yet enough cinemas with
digital subtitle facilities to cater for the many people who now expect
major releases to be subtitled.
"It's like the industry inventing the DVD, but before they produce enough
DVD players to go around, they discontinue video releases. People want to
watch new films but can't - they're only available on DVD, but there is a
shortage of DVD players to play them on!"
So although many popular films are now subtitled for cinema release, they
are still inaccessible to 90% of the audience they are aimed at. The obvious
solution would be to equip many more cinemas with facilities to screen these
films, to enable more people to experience them.
But it's not all bad news...
Earlier this year (2002), after consultation with many organisations
representing people with sensory impairments, including the RNID and RNIB,
The Cinema Exhibitor's Association (the UK cinema industry's trade body),
put forward a proposal to the UK Film Council (who oversee around £50
million of lottery funds a year).
The exciting proposal, and subsequent industry report, recommended spending
a portion of that £50m to improve cinema access, and included equipping over
a hundred UK cinemas with subtitle and audio description facilities. (There
are approximately 750 cinemas in the UK).
It costs a cinema around £8,000 to fully equip a screen with these access
facilities - less than an average cinemas weekend takings, on ONE average
film. (In 2001, £727 million worth of cinema tickets was sold in the UK).
In February 2002, the Film Council invited people to respond to the
proposal.
Thousands responded - Over 1,200 letters and emails. Petitions - including a
petition with over a thousand names, and a 1,400 signature petition from one
school with only 12 deaf pupils - children, parents and teachers who would
like those 12 individuals to be included in the social activity of cinema
going. Many people, airing their views in many ways.
The Film Council have expressed their thanks to all those who made

So what's next?
The British Film Institute and the major organisations representing disabled
people have recommended that action be taken - subtitle and description
facilities should be installed in many cinemas across the UK.
The Film Council is currently looking into this matter and exploring options
(the trial system is not the only digital subtitling solution available).
The cinema industry is pushing ahead. The access facilities mentioned above
have been installed in a handful of UK cinemas (locations on the website).
More installations are planned.
Film distributors and subtitle/description companies are producing many
films that utilise these features. In the last year or so, 35 mainstream
subtitled films have been released in the UK (details on the website). More
than 50 are expected in 2003.
Cinemas are screening accessible films to a very appreciative public.
Organisations representing people with sensory impairments are creating
awareness and publicising shows.
"Soon, at the rate it's going, the amount of accessible films available will
be far too many for the small amount of accessible cinemas to handle "
Over the last few years, many, many people have been working to ensure that
disabled access problems are, wherever possible, eliminated from the cinema
industry before the year 2004, when the introduction of new laws will make
it more difficult for UK companies to discriminate against disabled people.
The Film Council's recent 'Disability Action Plan' states: "For many
disabled people, opportunities to appreciate and enjoy film are limited. The
Film Council are fully committed to promoting diversity and tackling
exclusion" (read more on the website)
The Film Council plan to decide soon whether or not to help fund the
development of many accessible cinemas in the UK, using some of their £50
million lottery funds set aside for 'film related' good causes.

The Film Council are aware that there is overwhelming demand for accessible
cinema. Millions of people currently rely on subtitles for TV, DVD and
video. Many thousands have already experienced accessible cinema and now
EXPECT UK cinemas to cater for their needs.
On a related matter, in May 2002, the UK's major TV broadcasters pledged
better access to their services for disabled people.

Were you one of the 1,100 people that attended the free subtitled screening
of Monster's Inc in central London last month? Or one of the 5,000 that
attended the open air screening of the same film in Cambridge? Or maybe you
were one of the thousands who experienced subtitled Harry Potter last year
(there were over 550 shows).
Please feel free to air your views. Maybe your experience of a subtitled
show, your disappointment because there were no shows in your area, your
views on equal access, or to be notified regularly of up coming shows. Just

It's been going a few years now, but there are still a few people out there
who have yet to support the ongoing national petition for regular,
widespread, subtitled and audio described screenings. We would like every
person in the UK who would benefit from these screenings (there are
millions) to join the petition.

Subtitled and audio described cinema enables people with less than perfect
hearing or vision to enjoy film, presented in it's original and best form -
the cinema.
We campaign for and publicise accessible screenings nationwide, increasing
audience figures for these shows, and reminding the cinema industry that
there are many people out there who will visit a cinema, when it is
accessible to them.
