2003 CISS CONGRESS AND DEAFLYMPIC WINTER GAMES:
WHAT WENT WRONG IN SUNDSVALL
For the 13 time I travelled to the sites of the CISS Congress and Deaflympic Games. And for the first time in my life I had to cut short my visit and come back home. Sundsvall, Sweden, as you know, was the venue of the just-ended XVth Deaflympic Winter Games. This city also hosted the 38th CISS Congress, which took place during the last two days of February 27 and 28.
Below is my exclusive, nine-part material, which should be very carefully read, studied and analyzed by you and every National Sports Association - a CISS Nation Member.

PART ONE - 1,000 ATHLETES versus 240 ATHLETES
It is now a fact: the irresponsible propaganda launched to the world since July, 2002, by the CISS anarchists Lovett and Ammons via its www.deaflympics.com website that there would be "approximately 1,000 deaf athletes from at least 25 countries" in Sundsvall did not materialize.

Instead, there were just 240 athletes, who actually took part at the March 1-8, 2003 Sundsvall Winter Games competitions in the four different sports - alpine skiing ( total number of athletes competed was 56, or 36 men and 20 women ), nordic skiing ( 29=19 men and 10 women), snowboarding ( 30= 19 men and 11 women ) and ice hockey ( 125 players ).
These 240 athletes came from 21 different countries: Austria, Canada, Czech Republic, Finland, France, Germany, Great Britain, Italy, Japan, Lithuania, Netherlands, Norway, Poland, Russia, Slovakia, Slovenia, Sweden, Switzerland, Turkey, Ukraine and USA. Of these 21 countries, only five - France, Great Britain, Lithuania, Netherlands and Norway - sent just one athlete, each, to the Games.
So, now, how, why and for what purpose did Lovett and Ammons invent, create and concoct the figures like "1,000 athletes and 25 countries" participating at the Winter Games?
PART TWO - USA AND AUSTRALIA CONTINUED CISS MEMBERSHIP DUES DEBT NON-PAYMENTS
Another immensely wrongful act the USA-Australian-influenced and managed CISS administration committed in Sundsvall was that the CISS allowed the two delegations of USA and Australia to participate at the 38th CISS Congress sessions as the full-fledged CISS Congress delegates.
In the morning of February 27, 2003, I had the chance to encounter Mr. Ole Artmann who is the CISS Treasurer. It was learned that both USA and Australia have to this day failed to pay to the CISS Treasury their respective membership dues debts derived from their respective 2000 CISS membership dues payment failure in timely manner.

As a result, pursuant to the interpretation of the CISS Constitution Rule 7.1.2, since April 1, 2000 and to now these two nations' debts have continually been accumulating 10 percent interest penalty every month.

As of now, according to my estimates, USA owes the CISS nearly $2,700.00, while Australia owes about $1,050,00.
Because of these non-payments, a multitude of rule violations - old and new - in the CISS legal system came up at Sundsvall.
Namely:
a) Lovett is the still unconstitutionally-elected CISS President;
b) Ammons is the still unconstitutionally-elected CISS Secretary General;
c) Ammons illegally presided over the 2003 CISS Workshop and 38th CISS Congress sessions as an acting CISS President;
d) USA and Australian delegates participated at the CISS Congress sessions illegally;
e) Park City, Utah, USA, was illegitimately chosen as the host of the next XVIth Deaflympic Winter Games in 2007 ( read related story below );
f) USA athletes were not supposed to be marching at the Opening Ceremonies of the XVth Deaflympic Winter Games on March 1, 2003 (read related story below );
g) the entire USA team in Sundsvall was supposed to be disqualified and all medals won by its members there were supposed to be taken away by the CISS ( read related story below ), and
h) Ammons and Lovett - as the unconstitutionally-elected CISS officials - illegally presented gold, silver and bronze medals to the winners in various sports at the medal podium of the XVth Deaflympic Winter Games between March 2 and 8, 2003 in Sundsvall.
All these acts against USA and Australia were and are still supposed to be implemented in strict compliance of various CISS Constitution Rules 7.1.2. 7.1.3, 8.1.1, 8.1.1.1, 8.1.1.2 and 8.2. by the CISS, but this still-autocratically-Lovett-Ammons-controlled organization of the CISS has so far done nothing to rectify the above-mentioned violations!
WHY?
For comparison, the delegates of Norway and Italy, because of their respective country's rule violations in the CISS Constitution, took part as observers ( not as official delegates ) at the 38th Congress in Sundsvall.
Then, why were not the USA and Australian delegates treated in the similar manner as the Italians and Norwegians?
PART THREE - SELECTIONS OF PARK CITY, UTAH, AND TAIPEI, TAIWAN
February 28, 2003, was a very special day for the two cities - Park City, Utah, USA, and Taipei, Taiwan, as these two cities were formally awarded by the 38th CISS Congress delegates their exclusive rights to host the XVIth Deaflympic Winter Games in 2007 and XXIst Deaflympic Summer Games in 2009, on their home grounds, respectively.
While I do greatly applaud these two cities in getting their coveted bids of hosting the Games, I must, however, advise you that their selections were done in an improper, disorderly and unconstitutional manner.
First, Taiwan, upon winning the bid to host the 2009 Games, announced that the dates of the Games will be September 5-15, 2009. This was in direct contradiction of the Deaflympic Games Regulations, Rule 3.G, which states that "the Games shall take place in the month the CISS President or its representative made an on-site inspection visit."
Many of you do already know that Lovett as the CISS President made an on-site inspection visit to Taipei recently, that is , during the days of November 25-29, 2002.

Thus, in order to strictly honor the Deaflympic Games Regulations, Rule 3.G, why do not the Taiwanese move the staging of the Games to the month of November of 2009, instead?
Second, as for the Park City, Utah, bid, there were the three different rule violations:
a) CISS Constitution Rule 8.2 ( because USA, by February 27, 2003, that is, the first day of the 38th CISS Congress, failed to pay its CISS membership dues debts to the CISS in full, its National Sports Association ( or, the USADSF ) as "a member under suspension lost all rights and privileges of membership. In particular a suspended member should not be entitled to attend or vote at the Congress or enter athletes in any events or activities organized or sanctioned by the CISS." Therefore, USA was ineligible to place its 2007 Winter Games hostship bid to the CISS Congress in Sundsvall );
b) Deaflympic Games Regulations, Rules 3.A ( a bid "must be done six years before the conduct of the actual Games, and
c) Deaflympic Games Regulations, Rule 3.G ( there was no a regulation-required on-site inspection visit by the CISS President or its representative to Park City, Utah, before the start of the Congress ).
Thus, you now see that, because of continued ineptness and incompetence of Lovett and Ammons as the CISS administrators, the cities of Park City and Taipei won their respective Games hostship bids in the highly-dubious and questionable manners!
PART FOUR - DEAFLYMPIC GAMES REGULATIONS, RULE 7.E
Consider and review the three different proposals ( labeled at the 38th CISS Congress session as Proposals Number 12, 13 and 14 ) which deal with the Deaflympic Games Regulations, Rule 7. E and submitted to the 38th CISS Congress:
a) Proposal Number 12 - submitted by Denmark. Germany, CISS Executive Committee, CISS Legal Commission and Mr. Reed Gershwind, the CISS Technical Director in Water Polo -
in order to declare a sports as a full medal event of the Games it must have "at least 5 countries from at least 2 regions".
b) Proposal Number 13 - submitted by Pinkhasov Pinchas via his National Sports Association of Uzbekistan -
"to completely repeal this ( 7.E. Rule ) regulation".
c) Proposal Number 14 - submitted by Pinkhasov Pinchas via his National Sports Association of Uzbekistan -
( in the event Proposal Number 13 is accepted ) "to declare winter sports disciplines such as ice hockey, nordic skiing and snowboarding, regardless number of nations and regions registered for the Games, as official full medals sports of the XVth Deaflympic Winter Games in Sundsvall, Sweden".

Now, what were results with these above three proposals at the Congress in Sundsvall?
First, Pinkhasov Pinchas, at the "orders of acting CISS President Ammons" ( she replaced Lovett who got a heart attack and was hospitalized in Sundsvall ) was prevented by the security men from attending the Congress, therefore, his two above-mentioned, "more flexible, liberal, open-minded and rational rule" proposals were withdrawn.
Second, the Congress delegates, instead, voted to accept the proposal Number 12.
Next step, you would now see and realize as to how the newly-revised and accepted "five countries/two regions" Rule 7. E, which was done and approved in the absence of Pinkhasov Pinchas as a 38th CISS Congress participant, actually affected the Games in Sundsvall.
Of the 23 events held in Sundsvall ( 8 - in alpine skiing, 8 - in nordic skiing, 6 - in snowboarding and 1 - in ice hockey ), 8 events did not strictly meet the criteria of the newly-revised 7.E. Rule at all.
These eight events were:
women's nordic sking 5 km race ( 5 countries and 1 region )
women's nordic skiing 10 km classic race ( 5 countries and 1 region )
women's nordic skiing 3x5 km relay race ( 2 countries and 1 region )
women's nordic skiing 15 km race ( 5 countries and 1 region )
men's nordic skiing 3x10 km relay race ( 4 countries and 1 region )
women's snowboarding parallel slalom ( 4 countries and 3 regions )
women's snowboarding half-pipe ( 1 country and 1 region )
men's snowboarding half-pipe ( 4 countries and 2 regions ).
In spite of this Rule 7.E non-compliance, Lovett and Ammons still went on to officially and ceremoniously award gold, silver and bronze medals in these eight events to the athletes.
As you now clearly see, this was done in blatant violation and total disregard of the Rule 7.E.
This is another eloquent part of Lovett's and Ammons' continued anarchial and irresponsible leadership as well as lawlessness and disorder in the CISS structure!
Shall the CISS now, in strict compliance and enforcement of the Rule 7.E, request, for instance, the Russians ( they won in these 5 nordic skiing events a total of 8 medals, including 3 gold, 2 silver and 3 bronze ), Norway's Tone Tangen Myrvoll ( 2 gold and 1 silver ) and athletes from other countries to return all the medals and award to each of these athletes just honorable mention diplomas, instead?
Finally, what would have happened to these already eight Rule 7.E-violated sports disciplines if Pinkhasov Pinchas, an international deaf sports expert, was allowed to participate at the Congress, in which he, with his usual articulativeness and clear command of International Gestuno Sign Language, would have successfully advocated the acceptance and approval of his prophetically and realistically proposed complete elimination of the Rule 7.E among the 38th CISS Congress delegates?
PART FIVE - DID USA LEGITIMATELY WIN 15 MEDALS?
Picture the four very unpleasant scenes in the Deaflympic Summer Games history.
Scene A: XIIIth Games, Bucharest, Romania, July, 1977: The powerful Soviet Union athletics team members were weeping and depressed because the CISS led by its then President, Jerald Jordan, banned all of their four relay teams from competing at the Games. The reason for such a harsh action by the CISS was that the Soviets committed a violation in the CISS Constitution rule, therefore, their all four relay teams - men's 4x100 m, men's 4x400 m , women's 4x100 m and women's 4x100 m - were disqualified. In place of the Soviets, the gold medals were awarded to the teams from USA ( men's 4x100 m relay , men's 4x400 m relay, women's 4x400 m relay ) and Germany ( women's 4x100 m relay).
Scene B: XIIIth Games in Bucharest, Romania, July, 1977 - The men's volleyball team from Bulgaria finished second in the tournament. Their players began to wildly celebrate. But, all of a sudden, the then CISS President Jerald Jordan, found out that the Bulgarians violated a rule in the CISS, therefore, the entire team was disqualified and the silver medals that the Bulgarian players received earlier, were taken away. After such a disqualification, the CISS declared Iran as a silver medalist ( the Iranians actually finished third in the tournament ) , while the host Romania and its players received the bronze medals ( the Romanians ended up fourth in the tournament ).
Scene C: XVIIIth Games, Copenhagen, Denmark, 1997 - 16 teams arrived to this city to compete in the football tournament. But, one team - Romania, because of a rule violation in the CISS, was disqualified from the tournament. The very angry Romanian leaders, as a result, hastily sent its entire football team members back home!
Scene D: XIXth Games, Rome, Italy, 2001 - The 14-member team of Kazakhstan came to this city to participate at the Games. But, because the Kazakhs violated a certain rule in the CISS legal system, all of their athletes were banned by the unconstitutionally-elected top CISS officials - Lovett and Ammons - from competing at the Games. Thus, the Kazakh representatives went back home very helpless, very depressed and empty-handed.
Now, at the Sundsvall Games, there was a very unpleasant incident, which the CISS anarchists Lovett and Ammons chose to publicly conceal.
This was related to the presence of the influential and much-admired USA team delegation, which consisted of 41 athletes.
In Sundsvall, the USA delegation produced its best ever medal showing at the Winter Games history - USA team collected an aggregate of 15 medals, including 2 gold, 5 silver and 8 bronze.
Because the National Sports Association of USA failed to pay off the CISS membership dues debts in full before the Games competitions' start, there is a huge question we are facing now:
DID USA TEAM AND ITS ATHLETES LEGITIMATELY WIN ALL THE MEDALS IN SUNDSVALL?
In the interests of fairness, equal treatment of all CISS Nation Members and, most importantly, in strict compliance and enforcement of the CISS Constitution rules, shall the USA ice hockey team be disqualified as the tournament's third place finisher and, instead, the team players from Finland, which placed fourth in the tournament, be awarded the bronze medals? Shall all other USA medal-winning athletes also be disqualified and their medals be taken away by the CISS now?
It is up to each of you now to make the appropriate judgment and action with this very unpleasant situation, which was unnecessarily and embarrassingly created by the duet of the CISS anarchists of Lovett and Ammons!
PART SIX - LAWLESSNESS AND DISORDER IN CISS: 31 NEW VIOLATIONS BY LOVETT AND AMMONS
This is just the third month of the year of 2003 and there are already 31 different rule violations committed by the reputed CISS anarchists - Lovett and Ammons - in Sundsvall alone!
Let me identify these 31 violations coming from 14 various rules of both CISS Constitution and Deaflympic Games Regulations, all of which Lovett and Ammons broke recently.
1) Delegates of USA were allowed to participate at the 38th CISS Congress ( this was done in violation of the CISS Constitution Rules 7.1.2, 7.1.3, 8.1.1, 8.1.1.1, 8.1.1.2 and 8.2 );
2) Delegates of Australia were allowed to participate at the 38th CISS Congress ( CISS Constitution Rules 7.1.2, 7.1.3, 8.1.1, 8.1.1.1, 8.1.1.2 and 8.2 );
3) Ammons of USA was allowed to participate at the 38th CISS Congress as an acting CISS President/CISS Secretary General ( CISS Constitution Rule 8.2 );
4) Dogan Ozdemir of Turkey was allowed to participate at the 38th CISS Congress as a CISS Executive Committee member ( CISS Constitution Rules 5.1.2 and 5.1.2.1);
5) Pinkhasov Pinchas of Uzbekistan was not allowed to participate as a delegate at the 38th CISS Congress ( CISS Constitution Rules 3.1, 3.1.11 and 15, see related story below );
6) Park City, Utah, USA, was chosen as a host of the XVIth Deaflympic Winter Games in 2007 ( CISS Constitution Rule 8.2, Deaflympic Games Regulations, Rules 3.A and 3.G );
7) Taipei, Taiwan, was chosen as a host of the XXIst Deaflympic Summer Games in 2009 ( Deaflympic Games Regulations, Rule 3.G );
8) USA delegation was allowed to march at the Opening Ceremonies of the XVth Deaflympic Winter Games on March 1, 2003 ( CISS Constitution Rule 8.2 );
9) 23 USA ice hockey team players were awarded the bronze medals ( CISS Constitution Rule 8.2 );
10) Amanda Goyne of USA was awarded the gold medal in women's alpine skiing giant slalom ( CISS Constitution Rule 8.2 );
11) Kelly Duran of USA was awarded the silver medal in women's alpine skiing giant slalom ( CISS Constitution Rule 8.2 );
12) Amanda Goyne of USA was awarded the silver medal in women's alpine skiing slalom ( CISS Constitution Rule 8.2 );
13) Kelly Duran of USA was awarded the bronze medal in women's alpine skiing slalom ( CISS Constitution Rule 8.2 );

30) Gold, silver and bronze medals were awarded to the winners of women's snowboarding giant slalom ( Deaflympic Games Regulations, Rule 7.E )
31) Gold, silver and bronze medals were awarded to the winners of men's snowboarding half-pipe ( Deaflympic Games Regulations, Rule 7.E ).
Overall - total rules violated 31.
PART SEVEN - HOW PINKHASOV PINCHAS WAS TREATED IN SUNDSVALL: INVOLVEMENT OF POLICE AND SECURITY MEN, AND THREATS ON LIFE
I spent just four days in Sundsvall, that is, between February 26 to March 1, 2003. In the very early morning hours of March 2, I left the town for home after I received unexpected threats on my life by the "three deaf men".
These "three deaf men" represented themselves as "friends, admirers and supporters of Jordan, Ammons and Lovett."
In order to substantiate and justify the fact that these "three deaf men" were linked to the troika of lawsuit defendants - Jordan, Ammons and Lovett, one of these "three deaf men," at the February 28, 2003 reception party hosted by the 2005 Australian Deaflympic Summer Games Organizing Committee held at the Scandic City hotel premises in Sundsvall, was publicly spotted by many to individually exchange the wine/champange drink toasts with the Number One defendant in my still-pending lawsuit case - Jordan.
Other major reasons that strongly induced me to cut my visit short and return home were these ( I originally planned to stay in Sundsvall till March 9, 2003 ):
on February 26, 2003, at a midnight hour the two policemen on the orders of "one top CISS official - Ammons" came up to my hotel room and they wanted to arrest me and my deaf companion;
on February 27, 2003, I was denied an entry to the Town Hall building in order to attend as a delegate of Uzbekistan the 2003 CISS Workshop and 38th CISS Congress sessions. The Town Hall building, because of my presence, was heavily guarded by a score of local security men.
As the so-called "CISS persona-non-grata", I was also denied the opportunity to attend other public events in Sundsvall arranged by the Swedish Organizing Committee of the XVth Deaflympic Winter Games.
In my absence as a Congress participant, Ammons, among the other things,"accomplished" one major thing at the Congress, which was related to the Pinkhasov Pinchas-Jordan-Ammons-Lovett lawsuit case.
Ammons was able to one-sidedly ( that is, in my absence ), intimidatedly, shrewdly and persuasively hypnotize and confuse the majority of the non-English-speaking foreign Congress delegates to accept her vaguely-explained proposal to take away "200,000.00 Swedish Kron" ( or, about 15,000,00 USA dollars ) money from the CISS Treasury funds in order to pay Mr. Kelby Brick, the private attorney for Jordan, Ammons and Lovett in my lawsuit case. This very masterful and dishonest act by Ammons was achieved at the Congress in spite of the fact that the organization of the CISS, as I advised the world many times before, is not a party to the lawsuit action at all.
Thus, Ammons created at the very Congress premises her superbly-designed worldwide public relations stunt that "by getting the Congress' approval of using the public CISS Treasury money to defend Jordan, Ammons and Lovett in their legal case against Pinkhasov Pinchas, all the CISS Nation Members are, therefore, behind Jordan, Ammons and Lovett and are against Pinkhasov Pinchas".
Moreover, by taking away the CISS Treasury funds ( albeit, illegally and unjustifiedly ) for the personal Jordan-Ammons-Lovett lawsuit expenses and in the eyes of all the CISS Congress delegates, Ammons skillfully, artifically and automatically discredited Pinkhasov Pinchas' image and reputation in the CISS community. Ammons also "painted" Pinkhasov Pinchas as "the one who is a bad deaf, anti-CISS man, on the one side, while Jordan, Ammons and Lovett are a very nice and innocent people, on the other side!"
The above vulgar acts by Ammons against Pinkhasov Pinchas in Sundsvall, as was the case in Rome, Italy, in 2001, were again done in violation of CISS Constitution Rules 3.1, 3.1.11 and 15.
Let me elaborate further.
First, CISS Constitution Rules 3.1 and 3.1.11 state the following:
"The objects of the CISS are as follows: to promote Deaf sports without discrimination on the ground of religion, politics, economics, sex and race."
Second, CISS Constitution Rule 15, let me repeat, among the other things, states that if there is any dispute, "then such a dispute will be solely and exclusively be resolved by the ( CISS ) Congress ( delegates )."
This Rule clearly means that by refusing to admit Pinkhasov Pinchas as an Uzbekistani delegate at the 38th CISS Congress, Ammons, secretly supported by Jordan, who sat at the Congress table as her "behind-the-scenes" senior advisor, suppressively, deliberately, discriminatorily, intentionally and purposefully denied all the foreign CISS Congress delegates in attendance their basic and constitutional right to freely, openly and democratically debate, decide and vote by themselves ( not by the decision of Ammons alone or by the CISS Executive Committee members ) on the two disputable matters such as,
a) Pinkhasov Pinchas' status as "a CISS persona-non-grata", and
b) Pinkhasov Pinchas status as Uzbekistani official delegate at the 38th CISS Congress.
All these above-described inhumane, harassing and discriminatory acts covertly and vengefully initiated by Ammons and Jordan against Pinkhasov Pinchas eventually prompted one local Swedish newspaper to publish a front-page story about me, which was accompanied with small and large photos of me on its pages. This large-sized story appeared on the February 28, 2003 issue of the SUNDSVALLS TIDNINGS newspaper.
PART EIGHT - NEW CHARGES TO BE FILED AGAINST AMMONS AND JORDAN
Because both Ammons and Jordan provocatively mistreated Pinkhasov Pinchas in Sundsvall, on March 5, 2003, Pinkhasov Pinchas, upon his sudden return home from Sundsvall, immediately prepared and filed with the USA District Court for the District of Maryland, in Baltimore, Maryland, USA his Motion to Allow to File a New and Second Amended Complaint ( the contents of such a Motion and its Supporting Memorandum of Law and Points will be published via this website any time soon ). Once this Motion is approved by the Court, it will be Pinkhasov Pinchas' intention to bring up new charges against Ammons and Jordan such as new rule violations, human rights violation, harassment and discrimination before the Court.
PART NINE - NEW LAWSUITS AGAINST LOVETT AND AMMONS IN EUROPE?
Rumors are circulating these days that the two new and separate lawsuits involving Lovett and Ammons are being filed in Europe. In order to find out whether these rumors are true or false, you may double-check with Mr. Kelby Brick, a private lawyer ( or, "advokat" ) for Lovett, Ammons and Jordan in the Pinkhasov Pinchas lawsuit action. Mr. Brick has recently begun to publicize himself not only as a private lawyer for the three, but also as "a long time CISS attorney."

The interesting thing about Mr. Brick, who is also employed as an Associate Executive Director of the National Association of the Deaf ( NAD ) in the USA, is that he has not attended a single CISS Congress event in his lifetime yet!

POSTCRIPTUM: In spite of:
1) the comical showcasing and artifically-celebrated presence of Lovett and Ammons "as the successful CISS leaders" among the CISS Congress delegates, Games organizers and public in Sundsvall,
2) Lovett's and Ammons' continued anarchial, incompetent and unprofessional work in the CISS administration;
3) Lovett's continued begging to the IOC for more financial assistance to the CISS ( last week, for example, the IOC President, Dr. Jacques Rogge, agreed to donate 25,000.00 USA dollars to the CISS ), and
4) harsh and inhumane treatment I received in Sundsvall, I must candidly state that, while spending just four days there, on the other hand, I was very impressed with the two things.
First, the Swedish Games Organizing Committee provided excellent facilities ( including transportation, hospitality, Games internet coverage ) and superb cultural program to the athletes and visitors of the Games. Briefly, the Games were well-organized and I hope, one day in this century, the beautiful city of Sundsvall will be chosen as the site of the IOC-supervised Olympic Winter Games!
Second, one organization - WEBBYNATION led by its two deaf brothers, Jed and Joel Barish ( I had the opportunity to met and converse with Jed Barish one evening in Sundsvall) - did an AWESOME JOB in the area of the Sundsvall Games media coverage via the internet ( www.deaflympics.com ).
