Why can't my local cinema show all available subtitled films?

These days almost all films are only released with 'digital subtitles', which means that they can only be screened in cinemas with digital subtitle facilities. There are 130 of these cinemas in the UK. Locations here: http://www.yourlocalcinema.com/locations.html

About 1 in 10 popular films are NOT available with subtitles. This is nothing to do with cinemas, but is the fault of film distributors (Warner Bros. Fox, Columbia etc.). Not all distributors subtitle all their films in time for cinema release, but most films ARE eventually subtitled for DVD release. It is hoped that another 150 cinemas will be equipped with subtitle and audio description facilities in 2005. If that happens, around half of UK cinemas will be accessible to people with hearing or visual impairments. For this to happen, cinemas need to apply for a government grant, for 'digital' cinema projectors. So it's important to let cinemas in your town know how much you need subtitles. Why do some 'subtitle equipped' cinemas not show all available subtitled films, at sensible times?

We cannot 'force' a cinema to enable people with less than perfect hearing to enjoy their services, we can only ask them to. And we do, constantly. It's our job to create awareness of the problem, suggest solutions, and to empower people to do something about it.

We recommend that people contact cinemas in their local area and request better access for people with sensory impairments. Request that they become 'accessible', by installing a digital subtitle system and screening regular subtitled shows.

Informing cinemas in your local area of the need for accessible cinema makes them aware and reminds them what they should be aiming for - access to their services for people with sensory impairments. If everyone did this it would really help the situation. It's often the case that although cinema head offices are fully aware, many cinemas, run on a local level, are not.

Some cinemas may be concerned that many subtitled shows have a low turnout. That is to be expected, as there is not hundreds of hearing impaired people in and around EVERY town. And not all can take the time out to attend the one or two subtitled shows at (usually) unsuitable times. Most people have work and/or school to attend to, and many cannot just drop everything to fit into a cinemas schedule.

Ideally, cinemas should view the subtitled shows as they do disabled ramps, lifts, loop systems etc. - NOT there to make a profit, but to enable people in their communities, who need a little extra help, to enjoy a cinemas' services.

Sometimes the audience figures are still larger than many 'normal' non-subtitled morning or afternoon shows. Yet cinemas don't complain about low figures for those shows. The fact is that around a third of cinema seats remain empty on average. Cinemas are used to fairly empty houses, so the figures should not make a difference.

It's rare that a film is released in a form that ALL cinemas can screen - the 'older' form of subtitling, where the subtitles are 'etched' onto the actual film reel. The last one was Harry Potter and the Prisoner of Azkaban. (not counting 'foreign language' films like Passion of the Christ, Hero, Amelie etc). The vast majority of future 'mainstream' cinema releases will ONLY be available with subtitles in the digital format from now on.

In the digital format, the subtitles are projected separately, overlaying the film on the screen. Cinema audio description is ONLY available in the digital format (details below). More detailed info:

Over 120 cinemas in the UK have been equipped with a new 'access' system, to screen the majority of popular cinema releases with subtitles and audio description.

Once these cinemas have the subtitle 'files', they can overlay subtitles onto the latest films. They don't need a 'special' subtitled print. The system can be turned on and off - similar to teletext subtitles on TV, or DVD subtitles, so the screen can be used for non-subtitled shows too.

The system can also broadcast audio description, for visually impaired people. The on-screen action is described in detail through personal headphones. This feature has no affect on an audience's enjoyment of a film and can be left 'on' all of the time. Every show can be an audio described show.

From now on, most major films will be released with subtitle and description 'files' (the files are supplied on disc, separate to the actual film). Studios and distributors obviously prefer the cheaper, digital solution to subtitling, which creates a problem - although subtitled and described, most films are still inaccessible to many people that they are aimed at - hearing or visually impaired people in the UK. There needs to be a lot more 'accessible' shows at suitable times to cater for the many people who now expect major releases to be subtitled.

Each 'access' system costs less than an average cinemas weekend takings on a major film - less than £10,000. Every cinema with the system installed can show a subtitled version of a film when they please (if the film is available with subtitles - most popular ones are). The system is usually installed in only ONE screen of a multi-screen multiplex and therefore does not interfere too much with 'normal' non-subtitled shows.

Ideally, cinemas that become accessible would show one or more different subtitled films every week, with at least one daytime and evening show through the week, and a couple of daytime and evening weekend shows.

This would vastly improve on the 'old' subtitling system in which a couple of subtitled film prints were 'toured' around cinemas, resulting in some cinemas having to screen a Christmas movie the following February. That 'touring' problem was also the reason why a subtitled film usually only played for one day only - it had to be delivered the next day, to the next cinema down the line. The new system enables many cinemas to screen a subtitled show many times, over many weeks, at popular times, simultaneously.

Subtitled films can come in three formats:

1) Foreign language films, with English subtitles.

These can be screened in any cinema, and have English subtitles at all times, wherever they are screened. Subtitles are etched onto the actual film print, and depending on popularity, sometimes hundreds of prints are produced.

Examples: The Passion of the Christ, Hero, Amelie, Crouching Tiger Hidden Dragon etc.

2) 'Hard captioned' films.

Becoming quite rare nowadays, these can also be screened in any cinema. Subtitles are etched onto the actual film print, but only 5 to 10 prints are produced. Cinema chains share the prints, and 'tour' them around their cinema sites. A subtitled show usually only plays for one day, at one time, in each cinema, before being passed onto the next cinema down the line. This is the reason why a film can sometimes take months to appear 'at a cinema near you'.

Examples: The recent Matrix, Harry Potter, James Bond and Star Wars films and the upcoming 'The Polar Express'..

3) 'Digitally subtitled' films.

Almost every major film is released in this format, including the films mentioned above, but only cinemas with digital subtitle equipment can screen them.

The subtitles are supplied on CD Rom disc, and are projected separately onto the cinema screen. Most cinemas with this facility screen the latest releases with subtitles two or three times a week.

Cinemas with this equipment can also provide an audio description service to visually impaired people - a narrator explains what's happening on screen, through personal headphones. It's similar to listening to a cricket match on the radio, but far more exciting!

There are currently over 120 cinemas in the UK with subtitle and audio description facilities.
