Residents in Herefordshire, Worcestershire and Shropshire who are deaf or have hearing difficulties will be able to text emergency calls to 999 operators.
The service was launched by Police, Fire and Ambulance services on Monday morning.
Anyone caught sending a fake text to the service can be fined £2,500 - the service has been developed in conjunction with The Royal Institute for the Deaf and hearing charity Deaf Direct.
